I'm Vitalii Rogoza. For 10+ years I've been the person CTOs call when sprints look fine but delivery doesn't. Not a coach, not an advisor — a senior delivery operator who embeds into your team and owns the outcome.

I operate through TexenDev OÜ (Estonia), serving multiple clients simultaneously as a fractional engagement — so you get senior delivery leadership without the cost of a full-time hire. Certified PSM I/II, PSPO I, SAFe 6, ISO 27001.

I built and managed delivery for Loadlink — Canada's largest load board. I've launched fintech products in three African markets. I've led Agile transformations for AI-powered medical platforms across Canada, Switzerland, USA, and Eastern Europe.
